On 16 December 2008, Stewart Sutherland launched the report of his independent inquiry into the delivery of Key Stage 2 and Key Stage 3 National Curriculum tests in 2008.
He commented: “Taken as a whole, I believe that my recommendations will provide for more efficient and secure test delivery, and will benefit schools, markers and most importantly, children in this country.”
